Report Thinking About the Country’s Future - In Ten Years, In a Generation In the historic lineage of Le Plan’s work since Jean Monnet, the High Commission for Strategy and Planning is launching a major national forward-looking initiative: “France 2035, France 2050”. This ambitious project will, over several months, bring together experts, economic and social stakeholders, public administration representatives, and artists – all to chart a course for France toward 2035 and 2050. A symbol of the desire to unite diverse perspectives in thinking about the nation’s future, this collective reflection was launched at the Economic, Social and Environmental Council (CESE) on October 8, 2025. Published on : 08/10/2025 Temps de lecture 3 minutes Download Clément Beaune's editorial and the presentation file A Foresight Portrait of France with Two Time Horizons For the first time in the history of national foresight exercises, “France 2035, France 2050” will operate with two time horizons: a ten-year horizon, the traditional timeframe for planning and public policy; a twenty-five-year horizon, roughly a human generation – a scale that allows us to imagine major transformations and turning points. Drawing on consolidated data, “France 2035, France 2050” will outline probable and desirable scenarios for both horizons. But beyond that, it will also seek to influence and shape France’s future through concrete proposals – aiming to make it more prosperous, more united, and stronger, both in Europe and globally. Designed to provide citizens and decision-makers with a comprehensive vision of tomorrow’s society, the project will portray our nation through ten major topics. An Ambitious Collective Endeavor To carry out this ambitious undertaking, the High Commission will mobilize high-level working groups over several months, each led by distinguished experts in their fields. In parallel, several partnerships will open this exercise to French civil society: an unprecedented citizen consultation will be organized with the CESE beginning in January 2026; writers and screenwriters will imagine what France of the future could look like – focusing in particular on democracy and security. The final report will be presented to the President of the Republic in June 2026, and then published. Le Plan thus remains faithful to its vocation: to generate ideas for tomorrow and shed light on today’s debates.
